About the Energy Efficiency Model
Analysis of the current situation in Sarajevo Canton from the aspect of energy efficiency in the construction sector showed that this sector is the largest energy consumer with a share of around 55% in final consumption. - Poor thermal protection of buildings, irrational energy consumption and underdeveloped citizens awareness of the need for more efficient energy consumption are the basic characteristics of heating in our Canton. - The consumption of thermal energy per unit area is very high, while in the countries of the EU with colder winters this consumption is several times smaller.
The total housing stock in Canton Sarajevo consists of 70% of individual housing facilities, while the rest is made up of collective housing. In order to achieve a reduction in energy consumption in buildings up to 50%, it is necessary to apply energy efficiency measures to around 150 thousand units, or about 14 million m2 of living space. Reducing the energy needed for heating individual and collective housing facilities as well as public buildings will result in lower heating costs and a reduction in air pollution.
Bearing in mind the aforementioned facts, the Ministry of Physical Planning, Construction and Environmental Protection of the Sarajevo Canton, in cooperation with the Sarajevo Regional Development Agency (SERDA), has developed a Model of Energy Efficiency Improvements in the Building in the Sarajevo Canton in the function of increasing the number of users (pollution) (Model EE). The Government of Sarajevo Canton adopted the EE Model in December 2017.
The EE model represents a universally applicable, transparent, non-discriminatory and socially sensitive framework for the promotion, implementation, and support of energy efficiency projects in Canton Sarajevo, and its main goal is long-term and systematic support to citizens in improving energy performance, ie, building utility housing on more favorable terms.
It is important to note that energy efficiency measures also mean the transition from non-quality to environmentally friendly fuels, especially in urban areas and the sustainable use of natural gas for heating. Realization of energy efficiency projects according to the established EE model will ultimately contribute to a more beautiful urban image, with better comfort of housing, a higher value of real estate and an increase of economic activities in the Canton Sarajevo area.
